   Do you have to be going to the annual meeting to register your resume with the placement office? No way can I afford to go but I’d really like to register my resume anyway.

     No, I don’t think there is an attendance requirement. One of the options on the registration form asks if you are attending the conference or not. I’m pretty sure that if they intended to limit it to only attendees, then they wouldn’t ask that question. So I think you’re fine! Sorry for the mistake!
