The California Appellate Project is seeking an Information Resources Administrator.

The California Appellate Project in San Francisco (CAP-SF) is a non-profit corporation established by the State Bar of California in 1983 as a legal resource center to implement the constitutional right to counsel for indigent persons facing execution.

Primary Job Responsibilities

  • Obtain, develop, and timely update electronic and hard copy resources that are helpful to CAP’s case assistance of panel attorneys in order to build CAP’s collection of reliable materials of high quality.
  • Implement, configure and train staff and panel attorneys concerning Client Profiles, a SQL database that serves as the case information system for the office.
  • Administer and maintain the Client Profiles database by developing reports, configuring law types, designing card file categories and pick lists, setting up users, creating groups, adding new document templates, and ensuring security.
  • Centrally develop and maintain the content of the CAP Website and ensure that posted materials are in a searchable, user-friendly format, updated, complete, accurate, and innovative, and are indexed and linked as appropriate.
  • Centrally control the registration process governing access of applicants to the CAP Website materials.
  • Purchase library books and materials that are on a subscription and order new books based on recommendations from CAP attorneys. Update other subscription materials. Maintain superseded resource materials, and update the expert, county and research files, and the microfiche collection of county court records. Insert updates and supplements for the library. Update the library database table with additions.
  • Coordinate and administer access to on-line legal databases such as Westlaw, and Forcite, and investigation databases such as Merlin, DBT, and IRB. Review related invoices for cost containment and training recommendations.
  • Collaborate with the Office of the State Public Defender and the Habeas Corpus Resource Center to update and share the CAP collection of information resources.
  • Assist the Deputy Director in leading and convening meetings on a regular basis of the Resource Committee, comprised of the Resource Attorney, the Training Attorney, the Case Assistance and Resource Contract Attorney, and the Litigation Support Analyst, in its development and distribution of resource materials helpful to the panel attorneys.
  • Lead the training and development of all panel attorneys and staff in the use of information resources.

Operational Responsibilities

  • Respond to special needs, requests, and problems of both panel attorneys and CAP staff regarding the electronic and hard copy information resources available to them as representatives of defendants in capital post conviction proceedings.
  • Establish and oversee the maintenance of security procedures for Client Profiles.
  • Work closely with the IT Administrator to ensure that all applications are working and available to users.
  • Work closely with all vendors concerning CAP information resource matters.
  • Take the lead in trouble‑shooting, conducting special searches, and launching projects.
  • Develop checks and balances to ensure accuracy of data, and remain current as to new computer/software developments.
  • Perform such other tasks and assignments as are needed in order to ensure the timely and efficient distribution of CAP information resources.

Primary Requirements

  • College degree.
  • Strong verbal skills.
  • High degree of organization and self-initiative.
  • Documented experience with database applications, and Microsoft applications including WORD, Outlook, Excel, Access and PowerPoint.
  • Ability to proofread material and then publish it on the CAP website.
  • Ability to maintain a collection of hard copy resources and library materials.
  • Proven organizational skills, including planning, negotiating, effective problem solving, and conflict resolution.
  • Interpersonal skills necessary in order to communicate in person, by e-mail and telephone to provide information with courtesy and tact.
