Job Summary: The Supervisory Librarian of the United States Tax Court administers the Tax Court’s library system and directs all aspects of library operations at the Tax Court headquarters’ library, the Judiciary Square Building Tax Court library, and the 30 satellite libraries located in Tax Court facilities throughout the United States. The Supervisory Librarian manages services, supervises library staff, provides service to Judges and Court attorneys, administers the library budget, and implements all library functions, including acquisitions, technical services, cataloging, circulation, interlibrary loan, and research.

Major Duties:

  • Develops, implements, and evaluates the Tax Court’s library program, and establishes operating policies and procedures; sets goals and administers all phases of the library program.
  • Implements changes, including new technology, and keeps abreast of current development in library management.
  • Assists patrons in the use of the library system and its collection, provides guidance and assistance to all Court researchers, keeps current in the field of tax law so as to maintain an up-to-date collection.
  • Maintains current legislative history collection, compiles legislative histories of U.S. tax laws. Oversees production of the Monthly Bulletin advising of appeals status of Tax Court cases, and including a bibliography of journal articles received in the library of particular interest to Judges and law clerks; the ‘Legislative History of Principal Tax Legislation Published in the Cumulative Bulletin’; and the New Acquisitions list.
  • Orders House and Senate bills, resolutions, reports and hearings, maintaining accessible files for patrons. Procures relevant documents from Congressional Committees, GPO, the Internet, and Westlaw and Lexis. Establishes procedures for maintenance of the collection, including the ongoing bindery program, and preservation and maintenance of materials.
  • Plans and initiates procedures for the procurement process, including making decisions about new material, utilizing collection development policies and remaining cognizant of budgetary considerations.
  • Advises and recommends to the Judges and the Clerk of the Court new systems and is instrumental in choosing library automation systems.
  • Supervises participation in the Administrative Office of the U.S. Courts automation contracts with Lexis and Westlaw.
  • Oversees the cataloging of all library materials using the Library of Congress classification schedule.
  • Directs an active Interlibrary loan function, borrows materials for patrons from other area libraries, such as the Library of Congress, and lends materials to other local libraries.

Qualifications:

Basic Requirements: Candidates must meet the requirements for professional education in library science or possess equivalent experience and education.

More specifically, you must meet the requirements specified in paragraphs A or B below:

A. Completion of 1 full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelors degree.

OR

B. A total of at least 5 years of a combination of college-level education, training, and experience. To qualify on this basis, candidates must establish conclusively that the education, training, and experience provided a knowledge and understanding of theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information systems.

In addition to meeting the basic qualification requirement candidates must have at least 52 weeks of qualifying specialized experience equivalent to the GS-13 grade level in the Federal service which demonstrates the ability to perform, supervise, or direct one or more of the functional areas covered by this series; to understand the concepts, theories, new developments, and co-relationships of information in related fields; and to maintain up to date information on the state of the art.
